They did not repent
Revelation 9 from the daily reading in the One Year Bible
Then the fifth angel sounded, and I saw a star from heaven which had fallen to the earth; and the key to the shaft of the abyss was given to him. 2 He opened the shaft of the abyss, and smoke ascended out of the shaft like the smoke of a great furnace; and the sun and the air were darkened from the smoke of the shaft. 3 Then out of the smoke came locusts upon the earth, and power was given them, as the scorpions of the earth have power. 4 They were told not to hurt the grass of the earth, nor any green thing, nor any tree, but only the people who do not have the seal of God on their foreheads. 5 And they were not permitted to kill anyone, but to torment for five months; and their torment was like the torment of a scorpion when it stings a person. 6 And in those days people will seek death and will not find it; they will long to die, and death will flee from them!
7 The appearance of the locusts was like horses prepared for battle; and on their heads appeared to be crowns like gold, and their faces were like human faces. 8 They had hair like the hair of women, and their teeth were like the teeth of lions. 9 They had breastplates like breastplates of iron; and the sound of their wings was like the sound of chariots, of many horses rushing to battle. 10 They have tails like scorpions, and stings; and in their tails is their power to hurt people for five months. 11 They have as king over them, the angel of the abyss; his name in Hebrew is Abaddon, and in the Greek he has the name Apollyon.
12 The first woe has passed; behold, two woes are still coming after these things.
13 Then the sixth angel sounded, and I heard a voice from the four horns of the golden altar which is before God, 14 saying to the sixth angel who had the trumpet, “Release the four angels who are bound at the great river Euphrates.” 15 And the four angels, who had been prepared for the hour and day and month and year, were released, so that they would kill a third of mankind. 16 The number of the armies of the horsemen was two hundred million; I heard the number of them. 17 And this is how I saw in my vision the horses and those who sat on them: the riders had breastplates the color of fire, of hyacinth, and of brimstone; and the heads of the horses are like the heads of lions; and out of their mouths came fire and smoke and brimstone. 18 A third of mankind was killed by these three plagues, by the fire, the smoke, and the brimstone which came out of their mouths. 19 For the power of the horses is in their mouths and in their tails; for their tails are like serpents and have heads, and with them they do harm.
20 The rest of mankind, who were not killed by these plagues, did not repent of the works of their hands so as not to worship demons and the idols of gold, silver, brass, stone, and wood, which can neither see nor hear nor walk; 21 and they did not repent of their murders, nor of their witchcraft, nor of their sexual immorality, nor of their thefts.
2 Peter 3:8-10 says: Do not let this one fact escape your notice, beloved, that with the Lord one day is like a thousand years, and a thousand years like one day. The Lord is not slow about His promise, as some count slowness, but is patient toward you, not willing for any to perish, but for all to come to repentance. But the day of the Lord will come like a thief, in which the heavens will pass away with a roar and the elements will be destroyed with intense heat, and the earth and its works will be discovered. The day of the Lord will come. He will return and sin will finally be fully judged. God’s grace, that He has not judged sin until now, should not be mistaken for tolerance or acceptance of sin. Instead, He is giving time for all to come to repentance.

We need to remember that John is trying to describe things which still have not occurred in our day, by his perspective and understanding of things as they were two thousand years ago. When he uses the word like in his description of what he saw, we should not take that as necessarily a literal description. Consider this: As part of its roadmap for the future use of unmanned systems, the US Navy and Marine Corps is looking at deploying swarms of low-cost Unmanned Aerial Vehicles (UAVs). The Office of Naval Research has developed the Low-Cost UAV Swarming Technology (LOCUST) programme, which fires small UAVs from a tube-based launcher. You can find more information about the LOCUST program if you are interested, but it is just one example of a technology that is available today, that would have been totally unexplainable in John’s time.
Regardless of whether the things John saw; the things which will take place are directly released in the natural realm, the supernatural realm or are of human technology, we need to remember that the reason for these things is to cause people to turn to God and repent. A time will come when there is no time left to repent. In Revelation 22:6-15 says: “These words are faithful and true”; and the Lord, the God of the spirits of the prophets, sent His angel to show His bond-servants the things which must soon take place.“And behold, I am coming quickly. Blessed is the one who keeps the words of the prophecy of this book.”I, John, am the one who heard and saw these things. And when I heard and saw them, I fell down to worship at the feet of the angel who showed me these things. And he said to me, “Do not do that; I am a fellow servant of yours and of your brothers the prophets, and of those who keep the words of this book. Worship God!” And he said to me, “Do not seal up the words of the prophecy of this book, for the time is near. Let the one who does wrong still do wrong, and the one who is filthy still be filthy; and let the one who is righteous still practice righteousness, and the one who is holy still keep himself holy.” “Behold, I am coming quickly, and My reward is with Me, to reward each one as his work deserves. I am the Alpha and the Omega, the first and the last, the beginning and the end.” Blessed are those who wash their robes, so that they will have the right to the tree of life, and may enter the city by the gates. Outside are the dogs, the sorcerers, the sexually immoral persons, the murderers, the idolaters, and everyone who loves and practices lying.
After all that John saw, the text says: The rest of mankind, who were not killed by these plagues, did not repent of the works of their hands so as not to worship demons and the idols of gold, silver, brass, stone, and wood, which can neither see nor hear nor walk; and they did not repent of their murders, nor of their witchcraft, nor of their sexual immorality, nor of their thefts. God still desires that all would come to repentance, A time will come when He says: Let the one who does wrong still do wrong, and the one who is filthy still be filthy; and let the one who is righteous still practice righteousness, and the one who is holy still keep himself holy. Until then, He says as He did from the beginning of His ministry on earth, in Matthew 4:17: “Repent, for the kingdom of heaven is at hand.” “And behold, I am coming quickly, and My reward is with Me, to give to every one according to his work. I am the Alpha and the Omega, the Beginning and the End, the First and the Last.” “Surely I am coming quickly.”
Amen. Even so, come, Lord Jesus! The grace of our Lord Jesus Christ be with you all. Amen.
